To be clear about what that means: Genji gives you the bodies: dressed, rigged, animated, ready to place. It doesn't give them dialogue or decision-making. Your logic drives them, or your agent writes it, or you wire them to whatever brain you like.

Buy a garment from any asset store and it arrives weighted to someone else's skeleton, at someone else's proportions. Getting it onto your character means retargeting, reweighting, fixing the clipping at the shoulders, then back into the engine to check it. That is an afternoon per garment, and it is the step that stops most people populating anything at all.
Which unlocks the thing that is normally impossible: randomise. Give two hundred characters a different outfit each, shuffle the colours, and have it simply work.

Which is why the numbers get silly fast. Five hundred outfits against the faces and hair is millions of unique people, and you'll never see the same one twice in a scene unless you ask for it.
Genji characters are AI-generated, then assembled. That second word is the product. Ask any generator for twenty villagers and you get twenty unrelated objects: different topology, different proportions, different rigs, nothing that fits anything else. That is not a flaw in the tools. It is what a generator is.
